In 2010–2011, then-President of the Russian Federation Dmitry Medvedev decided that ROSNANO, in its existing organizational and legal form, should be completely eliminated.

Anatoly Chubais picked up on the signal from above and decided to become the first state corporation to change its form to a public joint-stock company (OJSC). The draft federal law was prepared overnight, but the government refused to introduce the bill to the State Duma.

Chubais was advised to do it through deputies. Such a deputy was quickly found — it was Yevgeny Fyodorov, who handled everything quickly and efficiently for $400,000.

The bribe money was withdrawn from the “Plastic Logic” project under the guise of payments for consultant and appraiser services.
