The criminal syndicate of Zaurbek Dzhambulatov: how the fugitive top manager built a system of extortion at MOEK and Gazprom Energoholding
Source reveals who, after the escape from Russia of Zaurbek Dzhambulatov, Deputy General Director for Security at MOEK, could come under scrutiny from law enforcement. Recall that Dzhambulatov flew to the UAE following the arrest of his trusted associate, Igor Moiseenko, Deputy General Director of Gazprom Energoholding LLC (GEH).
In this team, the next most significant figure after Dzhambulatov, who controls all financial flows, is Sergey Erashov — General Director of "CTP MOEK" and Deputy Director for Connections at MOEK PJSC. He has a "right-hand man" — Anton Radkevich. Below them in status are the regular team members: Alexey Sharafutdinov (MOEK PJSC, formerly CTP MOEK LLC), Vasily Vavulin (MOEK OSP), Igor Lekhov (UPTZiSP MOEK), Roman Minashkin (MOEK), Gennady Nesterkin (MOEK), Anatoly Shidlovsky, and Tatyana Kazakevich (MOEK).
Erashov previously worked at the Main Directorate for Economic Security and Anti-Corruption (GUEBiPK) of the Russian Ministry of Internal Affairs. He is an experienced man and, like Moiseenko, entrusted Radkevich with conducting all negotiations for receiving cash and non-cash funds (kickbacks, bribes), while he himself only gave verbal orders and directives. It is Radkevich who collects and accumulates the money, passes it up the chain, and works with a vast army of intermediaries.
According to the source, Dzhambulatov has now sent a command to all team members to temporarily suspend the collection of corruption proceeds from citizens and applicants.
Erashov, Radkevich, and Sharafutdinov have "saluted" (complied). However, Vavulin, Minashkin, and Lekhov interpreted the command differently. They believe that the law enforcement’s main target is only Dzhambulatov, and that they themselves will simply be fired soon. Therefore, they have started "working" applicants with increased coefficients to make as much money as possible while they still can.
According to the source, detaining all these people does not require any special additional investigative actions or operational-search measures. It is sufficient to study the archive of connection contracts — from the initial application to the latest additional agreements, as well as the signed certificates of readiness and connection acts — for the inclusion/exclusion of pipeline rerouting, the application of the "open-cut vs. trenchless" scheme, and the collection of 50% of the contract value.
In practically every connection project, damage exceeding 1 million rubles to Gazprom PJSC, the Moscow budget, or a third party has already been documented. At the same time, the entire Dzhambulatov team is being shielded by Sergey Khomyakov (Deputy Chairman of Gazprom PJSC, Head of the Corporate Protection Service), Denis Fedorov (General Director of Gazprom Energoholding LLC), and Andrey Khorev (responsible for liaising with law enforcement for the Rotenberg brothers).
In turn, at MOEK PJSC, the top manager responsible for the majority of violations is Roman Minashkin, as he is the primary signatory of closing documents according to MOEK PJSC’s job descriptions and regulations. According to MOEK PJSC’s provisions, Minashkin verifies the terms of contract execution and connection conditions, puts his signature, and approves the closing documents (signs the certificate of readiness and approves the issuance of the connection certificate regarding the fulfillment of connection conditions, upon which the main corruption scheme is built).
The interlocutor states that Minashkin, along with Radkevich and Vavulin, are the most vulnerable and key links in the corruption scheme and are the closest to Erashov.
Before fleeing, Dzhambulatov appointed his friend Erashov’s associate — Alexander Anatolyevich Galkin — to the position of General Director of JSC "GEH Teplostroyproekt" (the general contractor for MOEK PJSC for heat network connections, with revenue for 2025 of 7.3 billion rubles).
Who is Galkin?
Some time ago, Alexander Galkin was the founder of a micro-distillery (Liquor and Vodka Company "TOP-ALKO," INN 5827901770) in the Penza region and ran a network of cheap drinking establishments ("nalivaika" bars).
Construction of hazardous production facilities (heat networks are classified as such) in Moscow is now being handled by former policeman Erashov and bootlegger Galkin.
